There are also numerous online sites. One I like, www.fairwayfiles.com, allows you to enter your scores and keep track of them using the USGA system. It works, it&#039;s free. It&#039;s fun to keep track of your scores, courses you&#039;ve played too. </description>

		<description> just google the usga and for about 15 dollars you can join and start building your handicap.. in wisconsin our scores do not count toward our handicaps from the month of november threw march.. but you can enter them online and they like to see a couple tournament situations a year . just be honest when you turn your card in. its a great way to keep track of how your practice time affects your game..  odds are good your home course like said above will help you . walk into the pro shop and tell them you need a usga handicap. my local course charges 29.00 a year and you dont need to be a member .  you will get a card to put in your golf bag and you can pull it out any time someone needs proof of your handicap to enter a scramble or tournament ..  so grab your sticks go out to your favorite course and play 9 and talk to the pro .   maybe you keep your old card and you could use some recent scores i dont know  the pro will tell you..  now try to figure out how to get out of work early  the sun is going down sooner every day . </description>

yes you would need to join a club and do 3 rounds of 18 - with another member to mark your card - when you have done 3 rounds of 18 - you would put your cards (signed by yourself and the other member)  into the competition box /along with the letter you will receive when you join the club. you will then get a handicap worked out for you. The only way your handicap will change then is when you play a competition game and hand in your card. google  local golf clubs in your area and you will see what fees are required to join - (some clubs have a cheaper 5 day country club membership available which often does not have a joining fee.)
also once you have your handicap , you can play at your friends club in an visitor / open competition - when you put your card in at the end of the round - the club then sends your card to you own club and then you get your handicap adjusted. (you will also get a credit card type swipe card that will have all your details / handicap on it - you club will take this and update it or sometimes they have a machine that you can swipe and do it yourself)
