A handicap is based on actual scores adjusted by decreases for holes which have unusually high numbers. If you have played golf before in any country there should be some criteria by which a handicap can be calculated. If not, you have to convince the club you want to join that you will establish a handicap at that club and play the designated number of rounds before it is official. You will also defer playing in any club tournaments until you have an established handicap.
Try to get a ghin acount/profile. Most national clubs like the usga, and agja give you a ghin if you join, but I am not so sure what the system is in switzerland.
