This is an opinion question, so it is hard to answer. I can tell you that you can find a good set of clubs at Golfsmith.com in your price range. They will help you with the selection process as well. They have the most highly trained staff in the golf industry.
If you want good quality clubs, you won’t find them within that price range.
The best brands i recommend are:
Taylormade (drivers)
Mizuno (irons)
Titliest (wedges)
King Cobra (woods)
Odessy (putter)
You can’t go wrong with any of those brands. But it’s not just the brand that makes you play well, it’s the player. When i started out i had basic PGF clubs and i still managed to get down to a 4 from a 52 handicap with them lol.
You cannot get the “best golf club brand” for $100. But if you search through the used clubs at Golf Galaxy or Golfsmith you can find a top quality set for a lot less than what you would pay for new ones.

callaway is good but its expensive
